农户在农业结构调整中的困境与政府作用分析

农业结构战略性调整是发展现代农业、增加农民收入和促进农村可持续发展的重要手段,事关大局。农户是农业结构调整的主体,但由于农业的特殊性,调整农业结构应在政府指导下进行。当前,农户在农业结构调整中存在诸多困境。政府应在尊重农民主体地位的前提下,对不适应结构调整的体制和制度进行相应的改革和创新,强化政府的引导、服务和调控作用,帮助农户走出困境,加快结构调整的进程。

The strategic adjustment of agriculturals tructure is an important means to the overall situation in developing modern agriculture,increasing farmer＇s income and promoting sustainable rural development.Farmers are the main bodies of agricultural structure adjustment,but because of the special nature of agriculture,adjusting the agricultural structure should be carried out under the government guidance.At present,farmers in the agricultural structure adjustment face many difficulties.Government should reform and innovate the relevant system and regulations which failed to meet the structural adjustment under the premise of respecting the dominant position of the peasants,strengthen government guidance,services and regulatory role,help farmers out of the woods,speed up the process of restructuring.
