摘要
国家科技基础条件平台即将转入运行服务阶段。研究并提出了平台建设和运行面临的问题,还提出保证平台持续发展的战略问题和战术问题,特别提出应该坚持平台的战略方向不动摇和摈弃课题制管理实行法人负责的运行管理制等问题。
National Platform for Infrastructure of Science and Technology is coming into operation and service. This article studies and presents some problems faced in the platform construction and operation. Among them are strategic and tactical ones to ensure sustainable development of platform, especially the suggestions to adhere to the strategic direction of the platform, abandon task-oriented system and carry out legal person responsibility system.
