摘要
因高考加分政策存在问题而要求取消是一种因噎废食的做法,不符合公共政策终止的基本规律。高考加分政策存在问题的根本原因在于政策执行中缺乏有效监管,而并非是政策已无存在的价值必要。本文从高考加分政策的存废之争入手,重新梳理高考加分政策存在的社会价值,并且通过对100名教师、校长等相关利益者的调查,全面分析高考加分政策改革应坚持改进策略而非废除的基本思路。
Abolishing the extra credit policy in the college entrance examination based on the reason of some inevitable question is just like "throw the baby out with the bath water" , and it isn't in accord with the termination law of public policy. The central cause of the problem in Extra Credit Policy is the shortage of effective supervision, but not the policy has lost its existence value. The author starts the study from the discussion between maintain and abolish, and rearrange the existence social value of the extra credit policy. We also adapt a survey research of 100 stakeholders which consist of teachers and principles, in order to comprehensively analysis the fundamental strategies that improve the extra credit policy instead of abolishment.
