摘要
文章认为，我国的制度变迁对区域经济发展产生了很大影响，市场体制的建立和完善在不同区域之间存在很大差异，为了缩小区域差距，作者提出在制度方面应注重以下几点：（１）国家必须从政策尤其是法律上明晰财产关系，清楚界定产权，既要达到公有制实现形式的多样化，又要大力发展非国有制经济；（２）培育和发展中西部资本市场；（３）应鼓励中西部国有和非国有经济组织、地方政府、个人进行制度创新，来满足制度服务需求，突破制度供给的“瓶颈”；（４）提高中西部地区的教育文化、科学技术水平、建立开放的劳动力流动机制、移风易俗。
Abstract This article
holds that, Chinese system changes have greatly influenced on the regional economic
development. There exists big gap between different regions in the establisment and perfection
of market economic system. To narrow the gap, the author points out we must pay attention to
the following aspects in system: first, the government must clear the property rights in the
policies especially in the law. The specific forms of the public ownership will be diversified, and
the non State economy will be developed fast . Second, breed the capital market in the west
and middle areas. Third, encourage the economic organizations, local governments,and
persons in the west and middle areas to innovate in system so as to break the bettle neck of
system supply . Fourth, improve the educational and cultural, scientific and technological level
in the west and middle areas and establish open mechanism of labour movement, etc.
