The Current Situation of China's Unemployment and lts Counterpolicies

文章分析了中国市场经济体制下失业问题的原因：（１）根本原因是市场经济条件下农村人口资源的相对过剩；（２）由计划经济向市场经济转轨必然会出现失业；（３）高就业模式导致失业；（４）大规模的产业结构调整时期是失业高峰期；（５）高投资增长带来的失业。针对我国目前处于下岗、再就业、失业和“离业”的高峰期的现状。作者提出了解决失业问题的对策：（１）建立社会保障体系；（２）进一步完善市场经济体制；（３）发展劳动密集型产业；（４）支持中小企业的发展；（５）发展城镇非国有经济；（６）开辟并有效使用再就业资金；（７）通过使“下岗”资产再“上岗”

AbstractThis paper analyzes the causes of China's unemployment problems under the market economic system. First,the fundamental cause is the rural population resources'relative excess.Second, Unemployment appears inavoidably under the market economic system, Third, the pattern of full employment makes unemployment. Fourth, the period of broadly adjuating the industrial structure is the one of high unemployment. Fifth, the economic growth relying on much investment makes unemployment.The author gives the proposal for solving the unemployment problem. First, set up the social insurance system. Second, further perfect the market economic system.Third, develop labour intensive industries. Fourth, support the developing of small and medium sized enterprises. Sixth, raise re employment funds and make good use of it. And finally, revise the idle assets to use laid off workers.
