推进水务一体化改革的保障措施

Discussions on the safeguard measures of promoting water affairs integration reform

水务一体化建设是一个不断探索完善的过程,通过对廊坊市水务体制改革历程的回顾,总结出因水务统一管理体制尚未真正理顺,导致水务管理中出现了一些不容忽视的问题:①在区域管理上"城乡分割";②在功能管理上"部门分割";③资源配置上不统一等。为此,笔者提出从"完善法制、改革体制、创新机制"入手,全力推进廊坊市水务一体化改革进程,实现水资源的可持续利用,保障经济社会可持续发展。

the construction of incorporate water affairs is a consecutive process of exploration and perfection.Through booking back into the process of structure reform of Langfang Water Authority,sums up certain problems that caused by the uncompleted unity of management system of water affairs,such as,＂the separation of city and country＂ in district management;＂the separation of sections＂ in function management;the disunity of the distribution of resources.For the above reasons,it starts from ＂improving the law,structure reform,innovating mechanism＂ to push the process of incorporate water affairs from all aspects,to realize the sustainable utilization of water resources,and to assure the sustainable development of economic society.
