把转变经济发展方式与对领导干部政绩考核评估机制结合起来,是中央经济工作会议的一个新突破、新举措。自党的十四大提出"转变经济增长方式"后,十七大又提出"转变经济发展方式"。但长期以来,转变经济发展方式迟缓,主要是由于领导干部缺乏主动性、紧迫性、自觉性。为此必须以完善党政领导干部的政绩考核为抓手,建立符合科学发展观要求的考核机制和标准,让群众有充分的话语权、评价权,构建转变经济发展方式的新标准、新主体、新动力。
