Dynamic Evolution and Status of Forest Resources and Strategic Conceiving of its Reserves in China

从中国森林资源的动态演变及其现状出发,以相关的统计资料为基础,从理论角度分析了森林资源储备问题。认为森林资源储备的实质是森林资源在时间上和空间上动态的均衡配置过程,是一种在时空尺度上的森林数量和质量的动态变化过程。森林资源的储备不仅是数量(规模)的储备,还应包括质量的储备,并将其划分为生态性森林资源的储备和经济性森林资源的储备。认为森林资源储备的最终目标是要实现一种"前沿森林"状态。提出森林资源储备的主体应实行政府主导,企业、个人等多方参与的多元化主体。同时,应该建立国家森林资源储备制度,包括制定森林资源储备法案,设立森林资源储备的专项基金等,来保障森林资源储备的有效实施。

This paper is based on the relevant statistical information and the dynamic evolution of forest resources in China, and analyses forest resources reserves from a theoretical point of view. It holds that the essence of forest resources reserves is the dynamic balanced configuration of forest resources and a process of dynamic change of quantity and quality of forest in time and space. The paper thinks that the forest resources reserves refer to not only the quantity （size） of the reserves, but also include the quality of the reserves, the reserves can be divided into ecological forest resources and economic reserves of forest resources. It thinks that the ultimate target of forest resources reserves is to achieve a stateo＂ffrontierforest＂.Itputs forward the main body of forest resources reserves which should be led by the government and participated by enterprises and individuals. Finally, the paper puts forward how to establish a national system of forest resources reserves, which includes constituting the bill of forest resources reserves, setting up special fund for forest resources reserves to ensure the effective accomplish of forest resources reserves in China.
