摘要
工业化进程的加快已使得我国碳排放量逐渐增加,气候问题严峻,对两型社会的建设造成了一定的威胁。发展以燃料乙醇与石油混合替代化石燃料,对节能减排有着重要意义。本文通过分析能源供给紧张和碳排放量增加背景下,认为当前中国燃料乙醇发展已从第一代生物燃料向第二代生物燃料转变,非粮燃料乙醇发展迅速。在此基础上,针对中国生物质能资源状况,认为发展燃料乙醇,应贯彻落实科学发展观,坚持因地制宜、循环农业和技术进步的原则,着重从基地建设出发,加快产业结构升级转型,发展多元化原料,从而提高产业经济效益和社会效益。
The rapid development of industrialization has brought the increasingly growth of carbon emission in China. Climate change problems become more and more rigorous. It is import to develop fuel ethanol that to mix the gasoline to replace fossil fuels in order to reduce the carbon emission and conserve energy. After analyzed the background of energy conflict and carbon emission, the author analyzed the biomass resources in China and proposed the guiding ideology and basic principles in developing fuel ethanol. The author proposed that in the future development of the fuel ethanol, scientific concept of development should be implemented. In the future development, we should insist on adjusting measures to local conditions, developing recycle agriculture and technological progress. At the end of this paper, the author proposed considered that in the future development, more policies should be focused on the resource base construction. Meanwhile, accelerating industry upgrading and expanding feedstock structure are important as well. Basing on the strategy, Chinese fuel ethanol industry will presented more economic and social benefits.
