The police force is facing new challenges in new century and the new social,and the team-building of leading cadres at the grass-roots public security organs has become a major strategic issue,in which it is an important component to promote the quality and ability of leading cadres.The quality and ability of leading cadres mainly include political theory quality,professional and cultural knowledge and qualities,scientific and technological capabilities,physical and mental qualities.We should promote the quality and ability of leading cadres at the grass-roots public security organs,by innovation of education and training model,planning of organizational management and human resources,creation of psychological research institutions,etc.to improve the team-building of leading cadres at the grass-roots public security organs.
