以城镇化为动力 加快烟台“转方式调结构”进程

Accelerate the Process of Transferring Ways of Economic Development and Adjusting Economic Structure in Yantai Powered by Urbanization

城镇化是"转方式调结构"的持久动力,体现在:一是城镇化有利促进经济由出口、投资导向型转向内需拉动型;二是城镇化有利于促进产业结构优化和升级转型;三是城镇化有利于经济由粗放型向集约型转变。在城镇化处于一个快速发展的关键时期,城镇化战略也须要转型,即由传统城镇化向新型城镇化转型。推进烟台城镇化进程的路径选择:一是破除二元结构,形成有利于城镇化加快发展的体制机制;二是搞好布局规划,构建合理的城镇体系;三是强化要素聚集,形成城镇化的产业支撑。

Urbanization is the lasting motive force for transferring ways of economic development and adjusting economic structure because first of all urbanization can promote to turn export and investment-oriented economy to domestic demand boost-oriented economy;secondly,urbanization helps to promote the industrial structure to optimize and upgrade;thirdly,urbanization can change extensive economy to intensive one.However,in a fast-developing period crucial for urbanization,urbanization strategy must transfer from the traditional urbanization to a new one.In order to advance the urbanization process of Yantai,dualistic structure must be firstly abolished to form the institutional mechanism favorable for accelerating urbanization.Secondly,overall arrangement should be well designed to construct a reasonable urban system and finally key elements need to be strengthened to gather together to form urbanized industry support.
