构建和谐文化的前提在于厘清和谐文化的本质内涵,尤其是其精神特质。根据社会发展的需求及文化自身发展的规律,和谐文化的精神特质应该是科学精神和人文精神的有机融合。和谐文化构建应遵循中西互补原则和批判继承原则,通过政府激励媒体导向,加强教育引导,强化实践环节等途径来实现。

The premise of building culture of harmony is to clarify its nature,especially its ethos.According to the requirements of social development and the law of cultural self-development,the ethos of culture of harmony should be the organic integration of scientific spirit and humanistic spirit.Constructing culture of harmony should follow the principle of blending Chinese culture and Western culture and the principle of critical heritage and government should encourage media orientation and strengthen education and guidance as well as the practical process to realize the construction of culture of harmony.
