摘要
总结了中国铁路物流化进程中的一些政策措施,运用DEA分析法对中国铁路物流化货运组织的运营绩效进行研究,得出中国铁路向现代物流转化势在必行,刻不容缓。通过建立模型,对铁路工资总额、营业里程、机车数、货车数、货运周转量进行综合评价。分析了1984~2007年整个铁路营运绩效。1986年~1989年整个铁路运营绩效呈上升趋势。1990年~1997年的效率水平具有波动性,但总体呈下降趋势,其中1996~1998年还出现了规模收益递减。1998年至今随着现代铁路物流理念下的铁路行业技术水平提高以及铁路不断提速等,带来了铁路运营绩效的同比增长。
This paper summarizes some policy measures of the process of China Railway logistics,and use DEA analysis method to study the operating performance of the Chinese rail freight logistics,concludes that the tendency of China's railway converted into the modern logistics is imperative.Through the establishment of C2R model,the total rail wages,business mileage,the number of locomotive,truck number and cargo volume are evaluated.The performance of the entire railway from 1984 to 2007 was analyzed.It is found that the operational performance of Chinese Railway improved distinctly from 1986 to 1989,fluctuated from 1990 to 1997,but the general trend declined,among them,the returns to scale decreased gradually from 1996 to 1998.So far from 1998 with the situation that the level of the technology that Chinese Railway applies has been improved and speed of the train has been ungraded constantly under the concept of modern railway logistics,the performance has improved accordingly.
