摘要
构建了基于低碳单个排污行业的以总量控制为核心的排污权交易机制模型。在借鉴博弈论基本方法的基础上,考察了不同监管成本下排污权交易在环境治理方面所带来的社会福利变化。发现建立低成本的完善的排污监管机制是建立有效的排污权交易机制的关键条件。该机制下政府部门可以通过降低监管成本、提高治污能力、提供相应的减排激励以及产品技术研发资金等手段有效提高治污效率、提升社会福利;企业也具有相应的激励来改进生产技术、减少污染物产生量和直接排放量。
Construction of a single carbon emissions based on total control of the industry to the core of the emission trading mechanism model,drawing on the basic methods of game theory,based on the cost of inspection under different regulatory aspects of emissions trading to bring in environmental governance changes in social welfare.We found the perfect build low-cost sewage to establish an effective monitoring mechanism is a key condition of emissions trading mechanisms.Government department under this mechanism can reduce regulatory costs and improve pollution treatment capacity to provide appropriate incentives to reduce emissions and product R D funds and other means to improve efficiency and pollution,improve social welfare,businesses have the appropriate incentives to improve production technology,reduce the amount of pollutants,and direct emissions.
