A Special Water Conservancy Project in Beijing

１９９７年，北京市实施的水利富民工程，引用市场机制，依靠科技优势，确立了以农民投资为主体，建设五小工程和水土保持蓄水保墒工程的新机制，极大地调动了农民综合开发山区资源的积极性，为实现京郊山区生态经济相协调的可持续发展奠定了基础。

In 1997,a special water conservancy project, “five small project”, was implemented in Beijing. In the project, the investment is mainly from local farmers and they can get profit from the project. This project has become one of the important economic components for the capital city.
