环境行政处罚是国家特定的行政机关给予犯有环境违法行为但又不够刑事处罚的公民或法人的制裁,是环境行政责任的一种追究形式。环境行政处罚信息系统主要用来实现环境行政处罚业务的综合信息管理,通过流程化的业务管理,全面、真实记录行政处罚过程中的各项信息,建立较为完整的行政处罚数据库,在满足日常管理自动化的同时,通过数据交换实现环境违法信息资源的联网共享,为加强企业的环境违法管理提供技术支持。从信息系统研究角度出发,对中国环境行政处罚业务进行了全面分析,提出了适合新形势下环境行政处罚管理要求的业务目标,探讨了环境行政处罚业务流程,详细分析了环境行政处罚的核心业务。

Environmental administration punishment is a means by the special administrator of state to the citizen or corporation who has break the law of environmental management and will be punished except with penal punishment.It is a punishment form of environmental administration duty.The information system of administration punishment of environmental inspection will be used mainly to realize the integrated management for the business of environmental administration punishment.With the business flow management,the system will record wholly and really the all information happened in the process of administration punishment and creates the whole database of administration punishment to fulfill the automazation of normal management of environmental inspection and to realize the share of information source of environmental punishment with data exchange and network connection.This will provide better technological support to strength the environmental punishment management.Based on the research of information system,this paper wholly analyzes the business of administration punishment of environmental inspection in China;brings forward the business aim of administration punishment of environmental inspection according to the new situation;discusses the business flow of administration punishment of environmental inspection and analyzes detailedly some kernel business of environmental administration punishment.
