加大力度 落实政策 推动中小企业创新发展

Strengthen Implementing Policy and Promote the Innovative Development of SMEs

我国中小企业在发展速度加快、质量提高、效益回升的同时,也面临着诸多困难和问题。因此,要着力完善中小企业发展的政策环境,编制好中小企业成长的"十二五"规划,制定引导民营资本发展的产业规划;鼓励中小企业进入战略性新兴产业,在节能环保、生物、高端装备制造、新一代通信技术、新能源、新材料和新能源汽车等新兴产业领域培育和扶持创新型中小企业发展;大力培育和发展中小金融机构,提高中小企业的融资担保能力,建立覆盖多层次的担保体系和再担保平台,加大对中小企业的金融服务支持力度。同时,中小企业要苦练内功,提高自身素质和自主创新能力,完善治理结构,转变经营增长模式,加强信用体系建设,不断开拓市场,积极参与国际竞争,努力做大做强。

While China＇s SMEs making the achievement in accelerating development, improving quality and increasing profit, they are now facing so many difficulties and problems. So, we should, first, improve the policy environment for the development of SMEs, do a better job in compiling the Twelfth Five-Year Plan for the growth of SMEs and formulate the industrial planning for guiding the development of private capital; second, we should encourage the SMEs to be involved in the strategic emerging industries, and cultivate and support the development of innovative SMEs in such fields as environment, biology, high-end equipment manufacturing, new communication technology, new material, new-energy auto, and so on; and third, we should cultivate and develop the small and mediate financial institutions, improve the SMEs＂ capacity for financing, establish the multi-level guarantee system and re-guarantee platform, and give more support to the SMEs in terms of financial service. At the same time, the SMEs should improve their own quality and capacity for independent innovation, improve the governance structure, transform the pattern of growth, strengthen the construction of credit system for the enterprises and the industries, expand the market, positively take part in the international competition and make themselves to be bigger and stronger.
