Evaluation on quality of internet-based reporting of notifiable communicable diseases in China,2005-2008

目的评价2005-2008年全国法定传染病网络直报质量,为进一步加强报告质量提供依据。方法整理2005-2008年全国法定传染病个案数据库,应用各项质量评价指标完成评价。采用结构化查询语句进行数据查询与分析。结果 2005-2008年全国法定传染病网络直报综合质量逐年提高,2008年全国未及时报告率、未及时审核率和重卡率为3.04%、0.64%和0.01%,较2005年分别下降89.76%、92.90%和91.67%。中部地区报告质量提升明显,西部地区报告质量较差。法定传染病报告与审核及时性逐年提高,2008年分别为0.57 d和43 min。传染病病例报告完整率达94.53%。结论中国法定传染病网络直报质量是中国传染病预防控制工作的基石,2005-2008年全国法定传染病网络直报质量相对稳定并逐年提高。但各地仍需通过定期开展督查与评价、保障运维经费、加强人员培训等措施与手段进一步提高报告质量,尤其对于西部地区。

Objective To evaluate the quality of national internet-based reporting of notifiable communicable diseases in China from 2005 to 2008 and provide evidence to improve the reporting quality. Methods The data of national nodfiable communicable disease surveillance between 2005 and 2008 were collected to conduct the quality evaluation with the different indicators. Structured query language （SQL） was used during the data query and analysis. Results The quality of intemet-based reporting of notifiable communicable diseases was improved by years from 2005 to 2008. The rate of timely reporting failure, timely verifying failure and repeated reporting was 3.04%, 0.64% and 0.01% respectively in 2008, which declined by 89.76%, 92.90% and 91.67% respectively compared with 2005. The reporting quality in the central part of China was improved during this period, but the reporting quality in the western part was poor. The timeliness of disease reporting and data verifying were improved gradually, which was 0.57 d and 43 min respectively in 2008. The rate of reporting completeness reached 94. 53%. Conclusion The quality of internet-based reporting of communicable diseases is the basis of the disease control and prevention in China. The quality of the reporting had been improved since 2005, but it is still necessary to conduct supervision and evaluation regularly, provide sufficient operation fund and strengthen staff training for the further improvement, especially in the western part of China.
