政府公共投资建设项目运行态势及政策建议——基于870份调查问卷的统计分析

A Report on the Operation Trend of the Government's Public Investment Projects and Policy Proposals——-Based on the Statistical Analysis of the 870 Copies of Questionnaires

为了不同维度调查当前政府公共投资建设项目的运行态势,我们对北京、南昌等8个城市进行了870份调查问卷调查。调查结果分析表明,当前我国政府公共投资建设项目的问题突出体现在项目腐败问题和项目运行效率低下。应通过建立与完善思想道德预防机制、项目权力约束机制、项目规范管理机制、激励与约束机制、建立健全相关法律法规体系来规范我国公共投资建设项目的运行。

To investigate the current situation of the government＇s public investment projects from the different dimensions,we surveyed eight cities,including Beijing and Nanchang by using 870 copies of questionnaires for eight cities.The finding indicates that the major problem is the corruption and inefficiency.The solution suggested is the establishment and improvement of moral preventive mechanism,the power constraining mechanism,the project standard management mechanism,the incentive and restraint mechanisms and the relevant laws to regulate the operation of public investment projects in China.
