摘要
南京国民政府时期江西现代卫生行政网络、卫生防疫法制体系逐步形成,防疫理念、疫病管理科学化,以行政手段推进卫生教育,江西卫生防疫事业"趋新"态势明显。但由于国家对社会的控制能力弱,国家与社会的严重脱离,卫生机构和规模与社会需求反差巨大,国民政府的民生建设浮于表面等因素,卫生防疫效果并不明显。民国江西卫生防疫事业的"趋新"与防疫效果的"依旧",折射出中国近代化过程中遭遇的艰难和重重阻力。
The modern administrative network for health and disease prevention began to come into being during the period of the former National Government at Nanjing with scientific concepts of disease prevention and control,health and education development being facilitated by administrative measures,featuring a＂new trend＂in health and education.However,due to the weak state control of,and delink from the society,there was a great disparity between the scale of the health agents and the social demand and the well-being construction remains superficial with low effect of disease prevention.The disparity between the＂new trend＂ and the＂superficial＂effect reflects the barriers and difficulties that china encountered the contemporary history.
