摘要
公共图书馆精神是公共图书馆的价值取向,是被全世界图书馆界统一认可的柔性的图书馆行为规范;而图书馆法制是由国家强制力保证实施的有关图书馆的行为规范。二者相互协调、相互支撑,并以读者权利为共同落脚点。贯彻公共图书馆精神与实施图书馆法需要构建公共图书馆信息服务体系。
The public library spirit is the public library value orientation,and has been considered to be the flexible unified behavior standards around the world library circles.But the library legal system is guarantee of the implementation by the national compelling force the related library behavior standards.The two co-ordinates and support mutually,and take the reader right as the common foothold.The public library information service system need building in order to implement the spirit of public libraries and the legal system.
