The 13 years between 1898 and 1911 was a special period for the modernization and reform of the army of the late Qing Dynasty,for a large number of army officers were sent to Japan on a tour of investigation.As the first group of Chinese to have close contact with the advanced military systems,strategies and tactics of Japan and the West,they were also the first to make positive responses to the modernization drive of the Qing army,and their contribution to the modernization of the late Qing army was no less than that of Chinese students studying in Japan and of their instructors.
