基本公共卫生服务均等化研究综述

Review of the Research on Equalization of Primary Public Health Care.

随着医改的深入开展,基本公共卫生服务均等化正由理论到实践,由局部向整体全面推进。文章试图从基本公共卫生服务及均等化的内涵、发展逻辑、测量评价、财政转移支付、市场化供给、主要问题等方面研究梳理及述评,提出推进基本公共卫生服务均等法制化建设,探索卫生资源公平分配与有效利用的新路径,构建基本公共卫生服务均等化评价指标体系以及加快城乡卫生综合配套改革衔接的思考建议。

With the deepening of medical reform,equalization of primary public health care is developing from theory to practice,from part to the wholeness.Researches on the connotation,logic of development,measurement and evaluation,fiscal transfer payment,marketization supply and main issues of equalization of primary public health care were unscrambled and reviewed.Based on which,some suggestions were put forward,such as constructing legalized equalization,exploring a new path of equitable distribution and effective use of health resources,developing evaluation index system,and promoting coordination of comprehensive reform between urban and rural public health care system.
