从美国对华出口管制的角度,对中美高技术产品贸易的"反比较优势现象"分析可发现,美国对华严格的出口管制机制是造成这种扭曲现象的根本原因。因此,只有美国放松对华出口限制才符合中美贸易的长期利益需要。在美国政府存在国内压力的情形下,中国既需要采取灵活的外交协商方式达到促使美国放松对华出口限制的目的,也需要更加积极地改革其进口管理体制,为从根本上解决造成中美贸易失衡的深层问题创造条件。

From the angle of US to China export control,analyzing ＂anti Comparative Advantage＂ of the Sino-US technology product trade.The strict export control of US to China has created this kind of distortion phenomenon.Therefore,only the US relaxes export restriction to China,then meets long-term benefit need of the Sino-US trade.Now,United States Government has serious domestic pressures.China needs to adopt a flexible diplomatic negotiations prompted the U.S.to relax export restrictions to China,also needs to reform its import management system.So that we can solve the problem of Sino-US trade imbalance.
