临邑县耕地与基本农田利用情况分析

Analysis on Utilization of Cultivated Land and Primary Farmland in Linyi City

临邑县土地利用变更调查结果显示,1997—2005年耕地净减数量为1 400 hm2,年均净减少175 hm2。为了确保临邑县耕地和基本农田利用的可持续发展,通过广泛收集资料、实地调研,因地制宜地提出了耕地和基本农田保护与利用对策:积极推进耕地和基本农田保护体制改革,加快体制创新的步伐;完善治理整顿制度及监督、监察机制;加大土地复垦、整理力度;研究制定非公益性建设占用耕地的机制;协调耕地保护与生态退耕的关系等。

As showed by the investigation results on changes of land utilization in Linyi city,the net decreasing amount of cultivated land area was 1400hm^2 from 1997 to 2005,and the annual average net decreasing amount was 175hm^2.In order to ensure the cultivated land conservation and the sustainable development of primary farmland,on the basis of collecting datas and field investigation results,relative countermeasures are put forward to protect and use cultivated land effectively,such as actively promoting the conservation system reform of the cultivated land and primary farmland,speeding up the pace of innovation system,strengthening rectification system,supervision and monitoring mechanisms,reinforcing the effort in reclamation of land and management;studying the development of non-public conversion of cultivated land for construction of the mechanism and coordinating relationship between cultivated land protection and ecological environment.
