摘要
二级管理体制下,学院逐渐成为独立运行的单位,高校职能部门的许多职责功能交由学院履行。大而全的职能部门设置不仅存在资源上的浪费,造成政策和指令的混乱,同时带来管理效率的低下。按高校综合管理职能合并职能部门,实行"大部制",形成主要由学生综合管理部、教务部、科学研究部、行政后勤部、党委工作部等几个大部门组成的高校管理框架是解决上述问题的有效办法。在大部门内部,全面实行职员制,推行无边界管理,根据工作内容组建工作团队。同时,应当建立良好的高校内外部环境,确保"大部制"的顺利实施。
In the secondary management system,the Institute has gradually become an independent unit and fulfilled many responsibilities and functions which were executed by the university's functional departments before.Large and comprehensive set of departments not only wastes resources and causes the confusion in policies and directives,but also results in the lower management efficiency.The effective way to resolve these issues is to integrate management functions by merging the functions of university departments,and implement Super-Ministry System which is mainly formed by students integrated management department,academic department,scientific research department,chief logistics department,and party work department.Within the department,we should implement staff system and non-border management,and set up work team according to the contents.At the same time,universities should establish a good internal and external environment to ensure the smooth implementation of Super-Ministry System.
