高校权力结构的反思与重构——兼论我国高校“去行政化”

我国高校权力结构的失衡导致其行政权力政治化、学术权力行政化和市场权力边缘化,致使高校出现严重的"行政化"倾向。高校的"去行政化",必须重构高校的权力结构。建议各高校在《大学章程》中,清晰界定各主要权力的权限及职责,使高校的政治、行政与学术等权力既分工明确,又团结合作,齐心协力共同促进高校和谐发展。

The unbalanced power structure in Chinese university causes administrative power politicization,academic power administration and market power marginalization.So the university presents the feature of bureaucrat.To eliminate the bureaucrat of university must reconstruct the university＇s power structure.We recommend that all universities should clarify the main power and responsibility of the authority in the University Regulations.The political,administration and academic power should have clear-cut assignment and cooperate with each other,and work together to promote the harmonious development of universities.
