中国财政转移支付制度的问题及对策初探

Brief discussion on the problems and countermeasures of China's fiscal transfer payment system

我国从1994年开始试行财政转移支付制度,但其中存在着诸如结构不合理、管理不到位、监督机制缺失等一系列问题,这些问题有待进一步研究与完善。

Since 1994,China began try out pilot financial transfer payment system,but there are many problems such as unreasonable structure,management is not in place,lack of oversight mechanisms and other issues,these problems need to be further studied and improved.
