对制度质量的初步探析

和产品质量、工作质量一样,制度质量是制度好坏的一种衡量方式。文章主要介绍了制度质量的具体含义,并分析了制度质量在经济方面的三个作用:制度质量对于经济制度的制定具有指导性的作用;制度质量与经济的发展之间是相互影响的关系;制度质量充分体现了公众对政府制定的经济制度的信赖程度。在生活方面的两个作用:制度质量对于人们行为准则的制定具有指导性的作用;制度质量体现了制度对人们行为的约束力。在制度实施方面有两个作用:制度质量对于制度的实施具有引导作用;制度质量是制度是否实施的决定因素。并在此基础上,通过借鉴产品质量、工作质量的衡量方法,叙述了制度质量衡量其它事物的方法。

The same as the product quality,working quality,institution quality is a measure to measuring system.This paper describes the specific meaning of institutional quality,and analyzes the three roles in the economy： institutional quality provides a guiding role in the economic system;the relationship between institutional quality and economic is interactive;institution quality fully reflects the public on the Government to develop the trust level of the economic system.And the two roles in daily life： institutional quality is guidelines for human behavior;institutional quality reflects the binding system on people＇s behavior.The two roles of implementation of the system： institutional quality for the implementation of the system has a lead role;institutional quality is the determinant of whether to implement the system.On this basis of these,by drawing on product quality,working quality measurement methods,describing institutional quality method to measures other things.
