The Institution reforms is not only a question of alleviating burdens for finance,but a question of improving development better and quicker through innovating the way and system of public product.Based on the system reorganization and analysis of the public product and the relative theory of the public product supply,the paper discussed and reviewed the question of the value return taking the institution as the main body of the public product supply,the question of ＂fair＂ caused by multiple subject of investment,the question of the benefit restructuring under the new relation of ＂administration and institution＂ and the question of building of the more compatible system.The key link lied in constructing the modern institutional framework adapting the demand of the market economy development.
