摘要
农村基层干部素质的高低直接关系到整个新农村建设的进程。但目前我国农村基层干部的整体素质不高,工作不能完全胜任。笔者从提高农村基层干部胜任力的环境分析入手,结合公共部门人力资源开发理论探索农村基层干部胜任力的培训模式,在培训需求分析、培训计划的制定和实施方面给出了建议和意见。
Village level cadres quality is connected with the process of new rural construction.At present,the overall quality of village level cadres is not high and they can not be fully competent with their jobs.Starting with analyzing the environment of the competence of village level cadres,exploring the trainning model on competenc,which combines the theory of Public sector human resource development,the author makes suggestions on trainning model,training needs analysis and development and implementation of training programs.
