摘要
电力系统的负荷特性会随着全国性的集体行动或重大事件表现出极强的同时性,给调度的频率调控和系统安全造成了极大影响。在总结历次特殊负荷日频率调控经验的基础上,提出了应对系统负荷同时性变化的频率逆调节策略,并在国庆日首次应用了基于电视直播画面监测的负荷预测及频率逆调节方法,成功的进行了频率控制。该策略为调度员预先评估频率调控点、预测电视节目对频率影响时域等方面提供了有效的手段,提高了频率调控能力。通过实际测试数据,进一步对比分析了电视负荷与电网频率波动的关系,估算了广东省总体电视负荷容量与波动幅度,对今后类似负荷日的频率调控策略有重要的指导意义。
While encountering nationwide collective actions or major events,load pattern in power system shows a strong characteristic of synchronicity which will cause great impact on frequency control and the safety of power system.A novel frequency backward adjustment strategy is proposed based on the experience of their frequency adjustment strategies at historical special load days.The TV-load based frequency backward adjustment strategy was first applied on the 60th National Day Celebration,and a successful frequency control was obtained.The strategy provides effective pre-evaluation means for frequency control thresholds and prediction of TV program time range influencing on the frequency,thus the frequency control capacity is improved.From the test data,the relationship between TV-load and frequency fluctuation is compared and analyzed,the total capacity of TV-load in Guangdong Province and the range of system load fluctuation are estimated as well.The obtained results will be of great benefit as a guidance to the establishment of frequency adjustment strategy for future similar load pattern.
