调查失业率计算方法存在的问题及改进建议

Problems in the Calculation of Survey-based Unemployment Rate and Suggestions

调查失业率取代登记失业率是大势所趋,但这并不意味着调查失业率就是完美无缺的。文章从多个方面分析了调查失业率可能存在的问题,并且提出了相关的改进建议。文章首先分析了识别失业人口和劳动力人口方面可能存在的问题,即在计算调查失业率分子和分母时可能存在的问题;其次分析了传统调查失业率计算方法所没有考虑的失业不平等和就业不足问题。为解决这两个问题,文章介绍了两种调查失业率计算方法。

It is inevitable that registration-based unemployment rate will be replaced by survey-based unemployment rate.However,survey-based unemployment rate is not flawless.This paper analyzes some problems of survey-based unemployment rate and makes some related suggestions.First,this paper shows identification problems of 'unemployment population'(numerator of unemployment rate)and 'labor force population'(denominator of unemployment rate).A good way to solve these problems is to learn from other countries.Second,'unemployment inequality' and 'underemployment' are not considered in the calculation of survey-based unemployment rate.In order to solve these problems,two new methods are introduced in this paper.
