淮南市农村居民点整理潜力分析

Potentiality Analysis on Rural Residential Area Consolidation in Huainan City

随着淮南市经济快速发展,建设用地需求量也随之逐年增加。在土地后备资源不足、农用地整理潜力受限条件下,充分挖掘农村居民点整理潜力已成为解决用地矛盾重要途径。因此,研究该市农村居民点整理潜力有着非常重要的现实意义,并为新一轮土地利用总体规划提供参考。在分析淮南市农村居民点特点与问题的基础上,采用人均、户均农村居民点标准建设用地标准法和城镇体系规划法对农村居民点理论潜力进行计算,再用层次分析法得到2020年淮南市农村居民点整理潜力为9605.65hm2。最后从新农村建设、土地后备资源、建设用地需求等因素分析了农村居民点整理的推动力。分析得出,淮南市农村居民点整理潜力巨大,在各种推动因素作用下,应尽快有效地对居民点进行整理。

With the fast economic development of Huainan city, the demand for construction land is increasing accordingly. The limitation of land reserve resources and farm-oriented consolidation potentiality make it an important way to solve the contradiction of land use by exploring thoroughly the consolidation potentiality of rural residential land. Thus, the study on the consolidation potentiality of this City is realistically significant and provides reference for the general plan of land use in a new round. Based on the analysis of the characteristic and problems of the rural residential land in Huainan city, by applying the methods of per capital and the numbers of housing plots every household owns index of land used for development and systematic planning of town development, the author has calculated the theatrical potential of the rural residential land as 9605.65 hm 2 . Then, analytic hierarchy process was used and the rural residential area consolidation potential of Huainan City in 2020 was obtained. Moreover, the driving force of the consolidation was analyzed on the factors of new rural construction, land reserve resources and the demand of the construction land. According to the analysis, the consolidation potentiality of the rural residential land in Huainan City is huge and in the influence of various driving factors, the effective arrangement for the residential land is needed as soon as possible.
