水库移民安置后评价指标体系探讨

Discussion of post evaluation index system of reservoir resettlement

为了使水库移民工作走上法治化、规范化的轨道,以科学发展观为指导,分析了当前水库移民后评价中安置指标体系偏重而经济社会效益偏轻,忽视环境效益,重显性指标而轻隐性指标等问题及其原因。在此基础上,基于可持续发展和系统性、对比性原则,提出了完善水库移民后评价指标体系的建议。所提建议侧重于具体可以操作的层面,并加入了生态环境尤其是环境基础设施指标和评价组织管理的指标。结果表明:鉴于后评价与前期规划和实施阶段的关系,后评价指标体系应该与移民安置规划措施和实施效果一一对照,后评价指标体系改善后再反过来促进完善前期工作。

In order to seek legalization and standardization of reservoir resettlement,guiding by scientific development view,we analyze the problems that in the post evaluation,the resettlement index system focuses on the economic benefits,while social and ecological benefits are ignored,and the explicit index is emphasized while the implicit index is neglected and the causes.We propose suggestions to improve post evaluation index system of reservoir resettlement based on sustainable development and principle of systematization and comparison.The suggestions emphasized on operability,and ecological environment,especially indexes of environmental foundation facilities and evaluation organization management are added.The results show that according to relationship between post evaluation and initial planning and construction phase,there should be a one-to-one correspondence between the post evaluation index system and planning countermeasure and implemented effect of resettlement,therefore,the improved post evaluation index system can promote initial work conversely.
