三峡工程库区农村移民安置管理

Rural resettlement management in TGP reservoir area

针对三峡工程移民安置数量多、安置难度大等重点和难点问题。从管理学的角度,阐述了三峡工程农村移民安置管理的运行机制、管理责任主体、安置管理内容与程序以及基础设施及公共服务设施建设的管理情况。经过8 a的试点和17 a的实施,农村移民安置取得了显著成效,规划搬迁安置任务已全部完成,安置措施基本落实。目前移民工作已由"搬迁建设"阶段转移到促进移民"安稳致富"的新阶段。其经验可为其他水库农村移民安置管理提供借鉴。

Aiming at the problems in resettlement management of TGP reservoir area such as a large number of relocatees and great difficulty in resettlement,we describe the operation mode,management responsibility subject,resettlement content and procedure,construction management of infrastructure and public service facilities of rural resettlement management in TGP reservoir area in the perspective of management.The results show that after 8-year pilot and 17-year practice,the rural resettlement work has achieved initial success,the task of resettlement planning is completed and resettlement measures are fulfilled basically.The resettlement work now comes to the phase of seeking prosperity and stability from that of relocation and construction and the experience can be referenced to other similar resettlement projects.
