溪洛渡水电站云南库区农村移民安置方式思考

Resettlement mode of rural relocatees of Yunnan reservoir area of Xiluodu Hydropower Station

针对溪洛渡水电站施工区(云南部分)移民安置实施过程中法律法规、政策等重大因素的变革及其产生的影响,对移民安置理念的更新和安置新模式的创新作了进一步探讨。结合溪洛渡水电站(云南部分)施工区移民安置工作实践,提出了库区农村移民安置应加强安置意愿引导,以土地安置为主;避免"以补代安";安置方式应多样化,且尽量遵守因地制宜、因人制宜的原则。

Aiming at the influence of changes in laws and regulations and policies for Yunnan reservoir area of Xiluodu Hydropower Station during the implementation of resettlement,we discuss the innovation of resettlement concept and mode.Combining with the resettlement practice in the construction area,we suggest that,in the rural reservoir resettlement,the decision-makers should strengthen the intentions guidance of resettlement,and focus on land arrangement so that to avoid compensation in place of resettlement.The resettlement modes should be diversified and suit for different locations and relocatees.
