城市公共安全管理综合体系研究

Study on comprehensive management system of urban public safety

城市公共安全管理是城市管理与安全管理的综合,是一个复杂的系统问题。寻求科学、合理、高效的创新型城市公共安全管理模式,已经成为世界各国政府提高城市管理水平,应对突发公共安全事件的重要课题,是城市可持续发展能力建设的重要环节。在分析影响城市公共安全因素及灾害形成过程的基础上,简要阐述了公共安全管理理论及结构,在此基础上提出了构建城市公共安全综合管理体系,并从网络化层面、管理层面、技术层面、文化层面及法制层面等多个层面具体阐述了构建城市公共安全体系的建议与对策,以期因地制宜地构建适合我国国情的城市公共安全管理机制。

The urban public safety management which is a complicated system probtem is a coupling of the city management and safety management. Looking for a scientific, rational, high-efficient and innovative urban public safety management model has become an important topic of enhancing the level of city management and replying to the public safety emergency for every government in the woad and it is an important link of the construction of the urban sustainable development. On the basis of analyzing the factors which influence the urban public safety and the process which disasters forms, the theory and structure of public safety management were briefly discussed. And, a comprehensive management system of urban public safety was put forward, besides, the suggestions were countermeasures of constructing urban public safety system were concretely discussed from the muhilayer of net- work, management, technique, culture and legal system etc, with expectance to construct the management mechanism of urban public safety that adapts to the situation of our country.
