2010年初国务院提出加快推进三网融合构建,使三网融合步入正式启动阶段。我国电子信息产品的消费规模满足了三网构建的市场需求,而大力发展信息文化产业和服务业又使三网融合成为必然。目前,恶性竞争成为三网融合的一大阻碍,作为国家信息发展战略,必须明确三网融合最终目的应是满足人民的精神文化需求。立法监管机制的建立成为融合的保障,开辟适合消费市场需求的产业内容成为融合的依托。

The State Council put forward to promote the construction of the tri-network integration at the beginning of 2010,which started the step of the tri-network integration.The consumption scale of the electronic information products in our country is enough for the market need,and it is necessary to integrate three networks to develop the information culture and service industry.Now the malignant competition has become the main hindrance.As the strategy of the state information development,we must make sure the goal of the tri-network integration is to meet the needs of people spirit and culture.The construction of the legislation supervision mechanism has been the protection and the content industry suitable for the consumption market is the support of the integration.
