高等教育公平是高等教育发展的基本价值尺度,是各国教育政策的基本出发点和基本目标,虽然我国高等教育已进入大众化阶段,但由于经济、政策、体制、法律等原因引起的高等教育不公平问题已经成为重要的社会问题。实现高等教育公平,政府应该承担主要责任。通过转变政府职能、调整政策、建立健全法律体系实现高等教育公平,促进社会和谐发展。

The fairness of higher education is the basic value in higher education development,and it is the basic starting point and the basic goal.With the popularization of higher education in China,the injustice in higher education has become an important social problem due to the process of the economy,policy,system,law.We should transform the functions of our government,adjust the policy and establish law system to achieve fairness of higher education and realize the development of harmonious society.
