改革开放以来,土地和矿产的开发利用,为我国国民经济体系的建立与完善做出了巨大贡献。但与其他国家相比,我国所面临的资源和环境压力与社会经济发展之间的矛盾更加突出。因此,我们必须认识到,在人均资源量少、资源储量并不优越的基本国情下,随着资源需求刚性上升、资源供给刚性制约,保障发展和保护资源的两难局面和双重压力长期存在的背景下,我们必须走珍惜资源、保护环境、可持续发展的道路,必须转变发展方式,即通过低碳经济来引导经济结构的变革。为此地方政府要实施强有力的政策来促进低碳经济模式的发展。
