从可持续发展战略看粤港澳合作的区域竞争力

Regional Competitiveness through the Cooperation of Guangdong; Hong Kong and Macao from the Perspective of Sustainable Development

《珠江三角洲地区改革发展规划纲要(2008-2020)》的出台为深化粤港澳合作带来新一轮的契机,并把粤港澳合作提升至国家战略层面。本文以可持续发展战略为视角,探究粤港澳合作的区域竞争力和优势,提出粤澳乃至粤港澳合作的七大原则;同时,在三地互利共赢的前提下,透过制度创新提出设立粤港澳常设机制的构想,并进一步指出三地之合作框架可借鉴欧盟的经验,探讨设立粤港澳合作发展基金的可行性。

One great significance of the Outline of the Plan for the Reform and Development of the Pearl River Delta(2008-2020) is to intensify the cooperation of Guangdong,Hong Kong and Macao,and putting forward this cooperation to a national strategic standpoint.This article commences from the viewpoint of sustainable development,and by looking into the regional competitiveness and advantages between the cooperation of Guangdong,Hong Kong and Macao,seven principles of cooperation are proposed.In the premise of a mutually beneficial and win-win result,the author raises the idea of establishing a standing body by institutional innovation,as well as through the experience of the European Union,to probe the feasibility of setting up the Guangdong,Hong Kong and Macao Cooperation Development Fund.
