对新时期信访管理工作的思考

On the Petition Management in the New Period

经济要发展,稳定是前提。但是,当前大量的信访问题明显地牵扯各级政府的精力,障碍经济的发展,而且一直困扰着各级领导干部。因此,在新形势下,要重预防,抓长效,构建科学、有效的信访管理模式,逐步建立和形成依法、有序的信访管理长效机制,让基层政府变被动稳控为主动预防,将更多的精力投入到经济发展和社会建设工作之中。

Economic development,stability is a prerequisite.However,the current number of letters and questions obviously involves all levels of government energy,economic development obstacles,and has been plagued by leading cadres at all levels.Therefore,in the new situation,to re prevention,grasp long-term,build a scientific and effective management letters,and gradually established and the formation of law and orderly management of long-term mechanism petition for grassroots government to change from passive to active stability control to prevent,put more energy into economic development and social construction work.
