谈《山东省公共图书馆管理办法》的出台

针对2009年4月新出台的《山东省公共图书馆管理办法》,分析其法条内容,指出其区别于先前颁布的八部地方性图书馆立法的新特点,同时指出《办法》中存在的问题,包括法律效力的问题、法律协调问题、法条模糊问题和法条细化的问题。最后,统观目前生效的九部地方性图书馆立法,得出未来地方性图书馆立法的五大趋势:标准化、数字化、服务人性化、指标化和资源共享、馆际协作化。

This paper analyzes the content of Regulations of Shandong Province Public Library , which enacted in April 2009, then pointes out new features that distinguish it from previously issued eight local library legislation, and also puts forward some law problems, including the legal effect problem, legal coordination problem, fuzzy articles problem and detailed articles problem. Finally, based on a comprehensive view of the current nine local library legislation, proposes future trends of the local library legislation： standardization, digitalization, human services, indexing and resource sharing, and library cooperation.
