近年来煤矿事故多发。究其原因是由煤体结构的力学效应、煤矿三类行业经济社会发展的指标效应和煤矿企业管理组织人失职效应等方面引起的。因此,要实现煤炭相关行业的本质安全管理,就必须首先实现地质勘探、设计、建设和生产经营单位等本质安全。

There have been many more mine accidents in recent years. The mechanism of accidental causation is the mechanical effect of coal structure, the indictor effect caused by economic and social develop- ment of three types of coal mine industry. Moreover, scientific management methods must be taken to implement essential safety, of coal relevant industrv. That is, it is necessarv to achieve the essential safety of geological exploration, design, construction and production.
