加大企业技术研究开发经费投入的对策研究——基于哈尔滨市高新技术企业的调查

Strategies on Increasing Fund Input of Enterprise Technical Research and Development Based on Research on Harbin High-tech enterprises

近年来,哈尔滨市工业企业的科技经费投入总体虽呈上升趋势,但投入强度不够,小企业研发投入严重不足,科技活动经费筹集渠道单一等问题较为严重。解决这一问题的有效途径是,打造科技资源共享平台和技术创新平台,推进企业科研成果转化;鼓励企业建立科技研发中心,促进企业逐步成为技术开发的主体;加大企业R&D经费投入,提高企业核心竞争力。

In recent years, in Harbin industry and enterprises, the fund input of science and technology is on the rise in general, but the input is not enough in strength, especially in small enterprises, the input is seriously insufficient, the channel is too narrow in finaneing fund of scientific and technological activities. The effective ways to solve these problems are to create sharing platform of technological resources and technological innovation platform to promote technological achievement transformation, to encourage the enterprises to build technological research and development center to help them become the subject of technological development, and increase input in research and development to enhance their core competitiveness.
