摘要
目前,房地产市场隐形垄断普遍存在,其主要类型包括政府对土地的垄断;开发商以囤地、捂盘等方式的垄断;政府开发和政策性导致的垄断。隐形垄断形式多样,运作过程隐蔽,给管理和规制房地产市场带来了极大的困难。其根本原因是房地产市场不健全不规范,没有正确规制,不成熟,不可控。房地产问题关系到整个中国经济、政治的大问题,管理房地产市场必须实行系统的管制。要把房地产市场融入到经济运行的总体之中,既要根据中国国情和市场经济运行特征制定政策,更要观察、监督政策的执行效果,从而从根本上解决好房地产市场问题。
Now the invisible monopoly exists ubiquitously in real estate market, its main types are the government's monopoly on land, the developers' monopoly by means of land hoarding and building holding, and the monopoly caused by the government's development and policy. The multiple monopoly types and concealed operating process lead to tremendous difficulties in controlling and regulating real estate market. The essential reasons are that the real estate market is unhealthy and not standard, immature and out of control, and lack of proper regulations. The real estate problems are related to the whole economy and politics in China, so its management must be based on systematic regulations. Integrating real estate market into the overall economic operation needs rational policy corresponding to China's situation and development of market economy, and observes and supervises implementing result to solve the problems in real estate market in essence.
