The Co-operation Model of Information Resources Sharing and Profession of E-government and Its Achievements Based on Synergetics

从协同学角度构建电子政务系统中信息资源共享子系统与业务子系统的协同模型,提出实现协同的策略:建设服务型政府,加强技术的自主开发、鼓励选择国产技术,强化CIO的领导权和决策权,完善政府业务流程标准化和规范化,建立信息安全风险管理和应急体系,严格遵循各项管理标准,协同建设中的各个方面要与实际发展阶段相适应。

The paper structures the co-operation model of information resources sharing and profession of e-government from the angle of synergetics, and puts forward the strategies of achieving co-operation ： the construction of service-oriented government, the ability to independent development of technology and the encouragement of the choice of home-made technology, the leadership authority and decision-making authority of CIO, the perfection of standardization of operation flow of government, the foundation of risk management and emergency system about information security, the observance of each management standardization, and each side of co-operation being adapted to actual development stage.
