A Study on the Logic Orientation of Local Governmental Structures System Reforms

对现代政府问题的研究是从对政府职能的说明开始的。同样,针对地方政府结构体系的调整也应从对地方政府职能的合理界定为逻辑起点。对此,当代中国与西方国家在地方政府结构体系调整的基本导向和目标上存在的明显差异,可以被视为经验证据。从建设服务型政府的时代背景出发,新时期中国的地方政府结构体系调整应逐步抛弃改革开放以来的强经济导向,更多地从统筹公共服务、降低施政成本的视角进行评判。

Interpreting of governmental roles is the starting point of modern government research.If we want to reform the local governmental structures system reasonably,it is necessary to define local governmental roles first.The obvious difference between the reforms＇ fundamental object in contemporary China and the western countries is the empirical evidence.Now,against the backdrop of establishing a service-oriented government,the reforms must abandon the strong economic orientation,and reducing public service costs,improving supply efficiency and ensuring equity should become the reforms＇ main criterion gradually.
