It is a systematic project to upgrade the soft power of culture,for it should not only raise the GDP of the cultural industry,but also upgrade the soft power of the city by standing high on a strategic position through the improvement of the cultural quality of the people as the core,the quickening of the construction of public cultural service system as the orientation to expand the citizens＇ opportunity to enjoy art,the popularizing of local traditional culture in different ways as the means to strengthen the cultural influential power,and the emphasizing of developing cultural industry.
